Introduction: Vanuatu's DSP — Speed as the Core Proposition

Vanuatu's Development Support Programme (DSP) is the world's fastest active citizenship by investment programme. Standard processing of 30–60 days from submission of a complete application to the issuance of a citizenship certificate distinguishes the DSP from every Caribbean programme (which process in 3–6 months) and the Malta programme (12–24 months).

The DSP was introduced in 2017 and has been the primary route through which Vanuatu has substantially increased its CBI activities. The programme is established under the Vanuatu Citizenship Act [Cap 112] and implemented by the Vanuatu Financial Services Commission (VFSC) and the Citizenship Commission.


Investment Options

Option 1: DSP Donation (The Primary Route)

The DSP donation is a non-refundable contribution to the government's Development Support Programme fund:

Option 2: Real Estate Investment (Recently Introduced)

A real estate route requiring investment in government-approved developments of approximately USD 200,000–250,000 has been piloted, with the same citizenship outcome. This route is less established than the DSP donation route and details should be confirmed with the current VFSC guidance at the time of application.


Processing Timeline: Why Vanuatu Is the Fastest

The DSP's speed derives from a streamlined online application process and a government commitment to efficiency:

Due Diligence in the DSP Process

Despite the speed, due diligence is mandatory. The VFSC uses appointed due diligence firms (international investigative companies) to conduct background checks:

The speed of processing reflects an efficient due diligence execution, not a less rigorous one. Vanuatu's programme has faced scrutiny and has strengthened its processes following recommendations from the FATF and Pacific Financial Intelligence Unit (PFIU).


The Vanuatu Passport: Visa-Free Access

Vanuatu's passport provides visa-free or visa-on-arrival access to approximately 95–100 countries. This is fewer countries than Caribbean CBI passports but includes some unique access points:

Important current note: Vanuatu's Schengen visa-free access has been the subject of ongoing negotiations. In 2022–2023, the EU suspended visa-free access for Vanuatu nationals pending review of the DSP programme's due diligence standards. The current status of EU Schengen visa-free access for Vanuatu passport holders should be verified at the time of application.

The China access: Vanuatu's visa-free access to mainland China is a significant differentiator. Very few Caribbean CBI passports offer visa-free access to mainland China. For investors from non-Chinese nationalities who conduct significant business in China, or for Chinese-connected families seeking a second passport with China access, the Vanuatu passport is distinctive.

Vanuatu is priced higher than the cheapest Caribbean programmes for a single applicant but competitive for families. The primary justification for Vanuatu over Caribbean is processing speed and Chinese market access.


The Privacy Dimension: CRS Non-Participation

As discussed in the Vanuatu Company Formation guide, Vanuatu does not participate in the CRS automatic financial information exchange programme. This means:

  • Vanuatu bank accounts are not automatically reported to foreign tax authorities under CRS
  • The financial privacy profile of a Vanuatu banking relationship is different from a CRS-participating jurisdiction

For the citizenship programme specifically, this means: a Vanuatu citizen who also establishes Vanuatu tax residency (by physical presence and life connections) and holds financial accounts in Vanuatu operates in a jurisdiction that does not automatically report those accounts to a former home country tax authority.

Compliance note: HPT Group advises all clients that their legal tax reporting obligations in their home country (UK, EU, Australia, etc.) do not disappear because of a change of citizenship or residency. All income must be reported in accordance with applicable home country law. CRS non-participation reduces the risk of detection, not the legal obligation.


Residency Requirements

There are no residency requirements for Vanuatu citizenship by investment. Applicants:

  • Do not need to visit Vanuatu before submitting the application
  • Do not need to reside in Vanuatu after obtaining citizenship
  • Can apply entirely through appointed representatives

However, for Vanuatu citizenship to confer any tax benefit (zero income tax), the individual must establish genuine Vanuatu tax residency through physical presence. Citizenship without residency does not affect tax obligations in the existing home country.


The Application Process

  1. Authorised Agent engagement: the application is submitted by a VFSC-approved Authorised Agent
  2. Document collection: full KYC package including passport, birth certificate, criminal record certificate, source of funds documentation
  3. Online submission to VFSC: the VFSC's digital application system processes the submission
  4. Due diligence phase: appointed investigation firms conduct background checks (5–15 days)
  5. VFSC recommendation to Citizenship Commission: based on due diligence results
  6. Citizenship Commission approval: government approval
  7. Citizenship certificate issued
  8. Passport issued: the Vanuatu passport can be issued in Vanuatu or collected through the Vanuatu High Commission network
